You can abuse this by getting a citizen, getting near the goal area, and either bombing yourself (with the citizen out of harm's way, of course) or ramming into an enemy head-on to park a citizen right near the goal area. That said, you can make this slightly less of a headache by taking advantage of the fact that when you die, any citizens you are leading just get left where they are in an invulnerable state until you pick them up again. Since these stages also have enemy spawners (and World 7-8 in particular has some nasty maze shit that makes it annoying even on Beginner, let alone Expert), it's easy to end up in a scenario where you keep losing citizens to random enemies passing by and thus having to backtrack constantly to grab them. These require you to guide citizens to a goal area and not only can they take damage from enemies/bombs just like you (if they get hit, they get sent back to their spawn point), but you have to get every citizen to the goal area at once to open the goal, meaning this is the one stage type where progress can be meaningfully reverted (everything else is just a matter of attrition with infinite continues since nothing on the stage resets upon death or even on a continue, bosses included).

The only real semi-exceptions to this rule (and the sole reason for this being a 4) are Worlds 3 and 7, more specifically the escort missions in each.

As mentioned above, most of the plat is a grind and the vast majority of Story mode can be cheesed with infinite continues (costs 1200 gems per world on Expert for the first two continues for a total of 8400 gems across Expert).
